___ Nominated names for the ballot electing the Directors must be only names who accept/agree to be nominated.

Only Directors May Vote on Internal Rules (Approved 10/18/2013)
___ Only elected directors and ministers of the SBA Ministry may vote on the ministry's internal rules.

Only Directors Vote on Resolutions (Approved 10/18/2013)
___ Only elected Directors and Ministers of the Small Business Administration Ministry should be permitted to vote on resolutions put forth by the Ministry.

Only SBA Internal Rules Recognized (Approved 10/18/2013)
___ Only rules passed by the SBA Ministry itself will be recognized by the SBA Ministry, except for rules affecting the ministry that are passed by the U.S. Parliament or its executive committee. All rules passed by other ministries, or other external equal or subordinate entities, which seek to affect the SBA Ministry shall be considered null and void unless approved by the SBA Ministry itself.

Establishes Executive Committee (Approved 10/18/2013)
___ An executive committee of five members is hereby established, consisting of the minister, deputy minister, and three administrators. The three administrators are elected by directors and ministers of the Small Business Administration Ministry in an ongoing election. The highest ranking administrator shall be the Administrator; the second highest, Deputy Administrator; and the third highest, Associate Director. The ministry's executive committee of five shall have the authority to conduct business on behalf of the ministry, as authorized to do so within ministry rules or resolutions. Anybody may be elected as one of the three administrators, so long as they accept nomination, except for the minister and deputy minister who by virtue of their offices will already be holding a seat on the five member executive committee.

Provide Mailing Address for Shares (Approved 10/18/2013)
___ All Small Business Administration Directors and Ministers who provide their mailing address and contact information before July 5th of each year shall have the option to be awarded a voting share(s) on the business entity All Party System Co., if such shares are offered by the company. (Note: Additional requirements may be required to be a voting board of director on the All Party System Co. which will be clarified upon acceptance of such voting share.)

SBA Marketplace (Pending 10/20/2013)
___ The SBA Ministry shall create and maintain an SBA Marketplace web page to promote, advertise and support commerce among members of the U.S. Parliament and All-Party Sytem communities.

Businesses will be ranked by directors, administrators and ministers of the SBA Ministry on a separate Marketplace ballot. Only businesses that employ or are owned by members of the U.S. Parliament, its ministries or the All-Party System company (collectively these members herein defined as the "marketplace community") are eligible for the Marketplace ballot, and the business must offer a product or service that can be sold and purchased.

Products or services offered by the parliament, ministries or company entities themselves may also be listed on the ballot and promoted. Each business shall be listed on the ballot only as follows: [Name of business. One sentence description of products or services offered by the business. Name or person who owns or is employed by business, followed by that person's highest ranking position within the U.S Parliament, its ministries or All-Party System company (any position within the parliament and its ministries shall be considered higher ranking than a position in the company); or, in the case of a product or service offered by the parliament, its ministries, or the All Party System Company, the entity selling the product or service will be listed instead of an individual.

The SBA executive committee shall be responsible for overseeing the Marketplace ballot and web page, ensuring that individuals associated with ballot items are members of the marketplace community as defined above.

In the condition that an individual no longer belongs to the marketplace community, whether by resignation, death, voting or by other means, then the SBA Ministry Administrator or Deputy Administrator, or any other two members of the executive committee may disqualify the business(es) associated with that individual from the marketplace ballot and web page.

All disqualifications shall be recorded and posted along with the reason for disqualification. If a disqualification is made in error, then three members of the executive committee may reinstate the disqualified business into the marketplace, and the reinstatement will also be recorded and posted.

The SBA Ministry shall promote and advertise businesses of the marketplace on a rotating basis, through a variety of its own communication methods, as much as is reasonably possible.

Should this rule phase out of standing and then phase back in standing, then the Marketplace ballot shall resume in the same draft as it last appeared before this rule phased out of standing.

___ By November 14, 2013, all Honorable Directors and Honorable Ministers must mail their contact information to Honorable Secretary James Ogle. Failure to mail contact information by given date, will be interpreted as abdication of the honor of their post, upon which they will be referred to as simply Directors or Ministers. All nomination and election proceedings for Directors shall cease on November 2, at which point the total number of permanent directors shall be defined as the existing number of directorships at that time. Henceforth, new directors can only be nominated in the occurrence of a vacancy. Newly elected directors will have a period of 30 days to mail their contact information postmarked in order to retain their honorable distinction.

Political and Business Unity (Pending 10/18/2013)
___ The SBA Ministry establishes a formal relationship with the All Party System Company -- a business of the US Parliament -- for the purpose of mutually helping both the company and the ministry to succeed.

News Bureau Branding (Pending 10/20/2013)
___ All future events, discussions, announcements, meetings, debates, gatherings, elections, vote counting and news coverage of the SBA may include the news company's press and recording devices with company logo as part of the company's branding.

Certificate Awards for Dues-payers (Pending 10/18/2013)
___ Upon passage of this rule, the executive committee of five administrators may be awarded 100 single .0001 units of common stock of the All Party System Co. which can be redistributed by them in a one-time distribution method in increments of 1/10,000th or larger to any dues-paying nominees for either the SBA Ministry or any other Donor BoD open seat in the USA Parliament. Holders of these shares become voters on the All Party System Co.'s board, once they accept the seat, on the level/region they wish to specify on any day, based on the number of units they hold under the All Party System Co.'s approved rules and bylaws.

Establishes Executive Committee Version Two (Pending 11/6/2013)
___ An executive committee of five members is hereby established, consisting of the minister, deputy minister, and three administrators. The three administrators are elected by directors and ministers of the Small Business Administration Ministry in an ongoing election and are to be known as the three "Equality Chairs".

Once elected, the SBA's full Minister may pick from among all the authorized tasks and responsibilities which are allotted to the five executives and may assign helpers to play roles in completing the work load. All five executives may pick and switch any role they assume in the SBA Ministry with any of the other four executives in the SBA Ministry while in agreement of such a switch with them remains in effect.

The process of selection of picking from among all the authorized tasks and responsibilities which are allotted to the five executives continues with the SBA's Deputy Minister and the same possibility of switching roles with the four executives also applies.

The highest ranked vote-getter picks from all the authorized tasks and responsibilities which are allotted to the five-member executive.

The task picks are continued by the 2nd, 3rd, 4th and 5th highest ranked names, in that order.

The ministry's executive committee of five shall have the authority to conduct business on behalf of the ministry, as authorized to do so within ministry rules or resolutions.

Anybody may be elected as one of the three administrators as long as they accept nomination, except for the minister and deputy minister who by virtue of their offices will already be holding a seat on the five member executive committee.

SBA Minister to Spearhead Treasury Ministry Bank (Pending 10/20/2013)
___ The Treasury Ministry will be the bank, and by their own rules establish that a portion of the bank goes to SBA, then the SBA could be responsible for specifically distributing rewards towards "small business" endeavors, to help and support "small business" projects.

Membership size frozen upon passage (Pending 11/25/2013)
___ Upon passage of this rule, the number of director seats available shall be frozen to equal whatever number of directors who are currently elected. This number shall continue to be the total number of director seats available in the ministry so long as this rule remains the highest ranked rule that defines number of director seats.

Expand to 100 Directors (Pending 10/18/2013)
___ Expand the number of SBA Ministry elected Directors to 100, All names who qualify for seats with votes but have lower rankings than the top 100 will be automatically moved to a SBA Ministry onto the super-state level.

Expand to 100 Directors #2, w/50 Free and 50 Donor (Pending 10/18/2013)
___ Expand the number of SBA Ministry elected Directors to 100, of which fifty of the Directors' seats are elected in a free election and the other fifty of the Directors' seats are awarded based on dues and penny credits. All names who qualify for seats with votes or dues but have lower rankings or contribution levels than the top 100 will be automatically moved to a SBA Ministry onto the super-state level.

Share Option in All Party System Co. (Pending 10/18/2013)
___ All Small Business Administration Directors and Ministers who provide their mailing address and contact information before July 5th of each year shall have the option to be awarded a voting share(s) on the business entity All Party System Co. (Note: Additional requirements may be required to be a voting board of director on the All Party System Co. which will be clarified upon acceptance of such voting share.)

Conditions on Launching New Businesses #2, Plus Prioritization (Pending 10/18/2013)
___ Small Business Administration Directors and Ministers will be paid in company stocks/shares from any new corporations and/or businesses launched for work in regards towards launching the new small businesses as long as ranked choice voting is used to elect the board of directors, decisions and as long as half the elected directors of such businesses are workers who are employed by the business/entity. The share distribution will be prioritized according to the top vote getters, idea contributors and voting participants by the SBA full Minister.
