Rules for PacificNW Super-state Parliament

Proposed rules for PacificNW Super-state Parliament 1-10 Passed on 8/10/2011

_1,1__ RANKED VOTING ONLY: All voting and vote counting shall be in the form
of ranked ballots only (and eballots when practical and verifiable).
Consecutive numbers beginning with the #s 1, 2, 3, 4, etc. etc. must always
be used when marking names on (e)ballot of all alternatives or names.

_2__ All elected names qualify as delegates, regardless of their status
as a registered or dues-paying member of the Libertarian Party of Nevada.

_3__ The delegates shall be ranked in consecutive order based on the number of rankings
(or tics), and the name with the most rankings (tics) shall be designated as the #1 delegate.

__4_ Ties will be broken first by adding up the sum of the total number of tics and the name with the
lowest sum all tics is the higher ranked name. If/when the tie is not broken, a new election will be called.

_5__ The first delegate is the spokesperson for the LPN delegation at the National Convention,
but the total amount of time should be divided among the delegates wishing to speak
proportionately.

_6__ The top ranked delegates will be the first delegates elected to the allotted
number of delegate seats allowed by the national Libertarian Party's rules.

_7__ All lower ranked delegates are consecutively ranked back-ups.

_8__ If elected delegates fail to attend, the alternate delegates by the order
of their rank shall be promoted to delegate until and unless the elected delegate attends.

__9_ If a delegate is not present, the ranking alternate shall replace the
delegate until the delegate returns.

_10__ The top ranked delegate attending the convention will be the
initial contact for all attending delegates until a higher ranked
delegate arrives. The delegates shall retain their rankings to
which they were elected, but in the event that any delegate
does not attend then all rankings will move up one notch, thus
electing the highest ranked back-up delegate who is in attendence.
Once the late delegate arrives however, then all lower ranked delegates
will move back down one notch, and the previousely elected highest
ranked back-up delegate will be unelected but will remain the
the highest ranked name as a back-up.


Proposed rules for PacificNW Super-state Parliament

The election of delegates to the national convention shall be as follows:

___ Each delegatate to the LPN conventions shall be allowed the number of votes
as the LPN is allowed delegates to the national convention. The LPN delegate
may divide their votes any way they choose as long as they do not exceed their
votes allowed. If the ballot cast has more votes than allowed, the ballot is
void. In case of tie, the coin toss method shall be used.

Not acceptable are the use of "x"s, check marks, indecipherable writing,
punch the hole which sometimes results in unwanted chad, click the dot,
raise the hand, or any symbol whatsoever other than one or more consecutive
numerals beginning with the number one. All forms of plurality voting, or
first past the post (FPTP), are prohibited.

Deviation from this rule will disqualify the ballot, and the ballot will
be marked spoiled and deemed democratically illegitimate.

___ The Chair is, without election at convention, the first delegate to the convention.

delegate arrives. The delegates shall retain their rankings to
which they were elected, but in the event that any delegate
does not attend then all rankings will move up one notch, thus

___ Libertarians not members of the LPN maybe selected with the consent
of the delegation, but members of the LPN always bump non-members.

___ When ever any doubts occur as to what the
precedent shall be which are not covered by
the set of rules for PacificNW Super-state
(ss12), then the set of rules approved by
the USA Parliament shall be used to set
precedents;
