The keys to electing the most representative democracy possible are to; give all voters and all candidates equal treatment and the liberty to self-categorize as they wish without penalty, to use pure proportional representation (PR) and to distribute the seats in a mutli-party (with independents too) democracy.

Our team is electing 1000 names based on ballots cast as proof to a virtual American parliament on August 6th, 2012 by combining the Sainte-Lague parliament seat distribution system, ranked choice voting (RCV), the single transferable vote (STV) and the Hagenbach-Bischoff method.

All voters are welcomed and it's not actually connected to real politics, although we are coordinating with real people and real candidates.

The first 1000 names are elected as consecutively ranked equal units, with plenty of consecutively ranked names as back-ups, and each elected member (or MP) holds votes for the three prime ministers, two secretaries (five executives by committee) and one set of rules for four years.

On August 6th 2012 the stack of ballots/votes will be counted and the first 1000 names who receive the minimum threshold of 1/1001ths (or .999%) plus one vote are elected; #1 is president, #2 is vice president, plus #s 3 through 1000 and plenty of consecutively ranked names as back-ups (#s 1001, 1002, etc. and so on, the more the better).

The elected MPs may register their votes in a "vote of confidence" for the five executives and build a "ruling coalition", which is determined by the largest majority of MPs who vote for and elect the single set of rules.
